If you're buying in Destin to rent, one of these three communities will disqualify you outright and another might, depending on which street you pick.

That's the thing worth knowing before you tour anything. Destin's gated communities look similar from the gate — security, golf, water, well-kept common areas. They are not interchangeable, and the differences that matter most aren't visible on a showing.

The rental rules are the decision

Kelly Plantation prohibits short-term rentals. Not restricts — prohibits. If your plan involves any rental income from weekly or nightly stays, Kelly Plantation is off your list, and no amount of negotiation changes that. It's a residential community by design, and that's precisely why it appeals to the buyers who choose it.

That's not a knock. For a primary residence or a second home you don't intend to rent, removing the rental traffic is a feature. Just know it going in.

Sandestin is not one rental policy — it's dozens. This is the part that catches people. Sandestin spans 2,400 acres and many distinct neighborhoods, and rental rules vary by neighborhood and by association. Some areas welcome short-term vacation rentals. Others impose minimum-stay requirements or require specific licensing.

Two concrete examples inside the same resort:

  • Burnt Pine — a rental restricted community. Short-term rentals are not permitted. Homes there have run roughly $800,000 to $3 million.
  • Baytowne — policies vary by specific building, and these enclaves are frequently the easiest to place into a rental program, because the demand and the on-site support already exist.

Buying "in Sandestin" tells you almost nothing about whether you can rent. The neighborhood and the building do.

Regatta Bay requires address-level verification. Restrictions and obligations vary by phase, lot, and parcel, and the recorded documents tied to the exact address govern. Public sources don't state a blanket rental policy for the community, which is itself the answer: don't assume one exists. Pull the recorded documents for the specific property during your inspection period.

Layer on the city rules regardless of community. Destin permits short-term rentals in 13 of its 20-plus zones, requires city registration at $500 to $700 depending on square footage, and a Florida DBPR license. The full path from closing to legal operation runs roughly four to eight weeks. Community rules and city zoning both have to say yes. Either one can end it.

Sandestin's layered fee structure

There's a second thing about Sandestin that buyers underestimate: the dues aren't one line item.

Depending on the property, you may be paying into several layers at once — a neighborhood or building HOA or COA, a Sandestin Owners Association assessment, and in some locations Baytowne Wharf Neighborhood Association dues on top of that.

There is no single resort-wide figure, and any number you're quoted casually is probably incomplete. Ask for a written breakdown of every association the property belongs to, the current dues for each, and any assessments already approved or under discussion. Do it during your inspection period.

That's true across Destin's gated communities generally. Kelly Plantation and Regatta Bay both carry association obligations that vary by property, and Regatta Bay's HOA typically covers security, community maintenance, and amenity access — but the inclusions vary by property.

What it costs to own in Destin

Beyond dues, Destin's carrying costs are steeper than most buyers coming from out of state expect.

Property taxes. Destin's effective rate runs roughly 1.08% — the highest of any city in Okaloosa County, against a county median near 0.90%. The median Destin tax bill runs about $4,703. On a $1.2 million Regatta Bay home, budget closer to $13,000 a year.

Insurance. Typical Emerald Coast single-family homes run $3,800 to $9,900 annually. Anything Gulf-front runs $10,000 to $20,000 or more.

Flood. Zone-dependent and address-specific under FEMA's Risk Rating 2.0. Zone X commonly runs $400 to $1,200 a year, Zone AE $2,000 to $8,000, Zone VE $5,000 to $15,000 or more. Bay-front and bayou-adjacent properties in Kelly Plantation and Regatta Bay need their own quotes — proximity to water drives this more than the community does.

Which one fits

Sandestin if you want resort amenities, beach and bay access, golf, and a village at your doorstep — and you're prepared to verify the rental rules and the full fee stack for the specific neighborhood you're buying into.

Kelly Plantation if you want a quieter residential community on the bay with golf and water views, and rental income is not part of your plan.

Regatta Bay if you want gated golf living with manned security at a mid-tier Destin price point, and you're willing to pull the recorded documents for your specific parcel.

Before you write an offer in any of them, do three things: get the rental rules in writing for the exact address, get a written list of every association and its current dues, and get a flood quote on that specific parcel rather than the street.
